The performance factor model, and a revision in the distance
ISO 39001:2012 remains the current edition, amended in 2024 to add consideration of climate change. A revision is at working draft stage, which is early – a new edition is not imminent.
The standard approach is what makes it useful. Rather than general safety commitments, it defines RTS performance factors across exposure, final outcomes and intermediate outcomes: distance travelled, speed, vehicle safety rating, driver fitness, restraint use, journey planning, route selection and post-crash response among them.
You select the factors relevant to your operation, set targets against them and measure. That converts road safety from a matter of culture into a matter of measurement, which is also why it survives contact with a board or a client audit.
Who needs RTS performance factors
Transport and logistics operators where driving is the core activity. Organisations with large vehicle fleets – utilities, construction, facilities, field service. ISO 39001:2012 with the 2024 climate amendment. A revision is at working draft stage, so a new edition is some way off.
Only ten documents – is that sufficient?
Yes. ISO 39001 is a focused standard and a compact system is more likely to be used. The master workbook carries the registers and tracking that would otherwise be separate files.
Do we need a fleet to use this?
No. Duty of care applies to employees driving their own vehicles for work, and the driver and journey management procedures cover grey-fleet arrangements.
Is it certifiable?
Yes, through an accredited certification body, in the same way as other ISO management system standards.
