On 2 February 2026 the FDA Quality Management System Regulation took effect, incorporating ISO 13485:2016 by reference into 21 CFR Part 820. A single quality system can now serve both markets, which makes FDA QMSR alignment the most valuable thing an ISO 13485 pack can offer. 126 editable files across fourteen sections, downloadable the moment you check out. What is in the FDA QMSR alignment pack

Sections follow the clause structure of the standard, with process maps at the front and regulatory mapping at the back:

  • 00 QMS Process Maps – 23 process diagrams supplied as both PNG and editable SVG, so they can be rebranded rather than redrawn
  • 01 Quality Management System and Documentation – the quality manual, document and record control and the medical device file
  • 02 Management Responsibility – policy, planning, responsibility and authority, and management review
  • 03 Resource Management – competence, infrastructure, work environment and contamination control
  • 04 Customer-Related Processes and Realization Planning – requirements determination, review and communication
  • 05 Design and Development – planning, inputs, outputs, review, verification, validation, transfer, change control and the design and development file itself
  • 06 Purchasing – supplier evaluation, purchasing information and verification of purchased product
  • 07 Production and Service Provision – production control, cleanliness, installation, servicing, identification and traceability
  • 08 Sterile Devices and Sterilization – process validation, sterilization records and the aseptic processing position
  • 09 Monitoring and Measuring Equipment – calibration and control
  • 10 Measurement, Analysis and Improvement – internal audit, nonconforming product, data analysis, corrective and preventive action
  • 11 Feedback, Complaints and Vigilance – complaint handling, adverse event reporting and advisory notices
  • 12 Risk Management – the ISO 14971 interface that runs through the whole system rather than sitting in one clause
  • 13 Regulatory Mapping and Assessment – the QMSR and 21 CFR Part 820 mapping, EU MDR touchpoints and the readiness checklists

What FDA QMSR alignment actually buys you

ISO 13485:2016 is the current edition, reconfirmed by ISO in October 2025 with no revision in development. That stability is unusual and useful.

The QMSR, effective 2 February 2026, replaced the old Quality System Regulation by incorporating ISO 13485:2016 by reference. For manufacturers selling into both the US and markets that require ISO 13485, this removes a long-standing duplication – one quality system, one set of procedures.

It is not a complete merger. Where ISO 13485 conflicts with the Federal Food, Drug and Cosmetic Act or its implementing regulations, US law controls, and the QMSR retains US-specific requirements on labelling, device identification and records access. Genuine FDA QMSR alignment therefore means an ISO 13485 system with those US-specific provisions documented explicitly, which is what the regulatory mapping section provides.

Who needs FDA QMSR alignment

Medical device manufacturers selling in the US and elsewhere, who can now run one quality system instead of two. Manufacturers transitioning from the old Quality System Regulation, where the structural change from Part 820 to ISO 13485 clause order is substantial. Contract manufacturers and suppliers whose customers audit them against ISO 13485. And companies preparing a first submission who should build to the harmonised position from the start.

How the FDA QMSR alignment maps to the framework

Design and development is where medical device audits concentrate, because it is where a device either was or was not shown to meet user needs. The design and development file is the record an auditor reconstructs that history from, and incomplete design change records are the most common finding. This pack treats the file as a controlled, structured record rather than a folder of outputs.

Frequently asked questions

Is the QMSR in force?

Yes, since 2 February 2026. It amends 21 CFR Part 820 by incorporating ISO 13485:2016 by reference.

Can one quality system now serve FDA and ISO 13485?

Largely, which is the point of the harmonisation. But where ISO 13485 conflicts with US law, US law controls, and the QMSR keeps US-specific requirements that must be documented separately.

Which edition of ISO 13485?

The 2016 edition, reconfirmed by ISO in October 2025. No revision is in development.

Does this cover risk management?

It covers the ISO 14971 interface within the quality system, which is where ISO 13485 requires risk management to be embedded rather than run separately.

How many documents are included?

126 editable files – 109 Word documents and 17 Excel workbooks – plus 23 process maps supplied as both PNG and editable SVG.

Medical device quality systems connect to several standards. See the ISO 9001 Toolkit for the general quality management system, the ISO 27001 Toolkit where connected devices raise security obligations, and the ISO 14001 Toolkit for manufacturing environmental management. Device manufacturers usually add the ISO 14971 toolkit for the risk management file, the IEC 62304 toolkit where the device contains software, and the EU MDR toolkit or FDA QMSR toolkit depending on the market.

Delivery, format and licence

Your FDA QMSR alignment downloads immediately after checkout as native Microsoft Word and Excel files. Nothing is watermarked or locked, so you can rebrand the documents, bring them under your own document control and revise them for as long as you need them.

One-time purchase. No subscription and no annual renewal. Because the source files behind the FDA QMSR alignment are yours, revising a procedure after an audit finding or a change of scope is an internal edit rather than another purchase.
