ISO 21001 was revised in July 2025, and the first edition was withdrawn. This ISO 21001 2025 EOMS pack is written to the second edition – a management system for educational organizations built around learners and other beneficiaries rather than around customers. 44 editable files across twelve sections, downloadable the moment you check out. The second edition replaced the 2018 original
ISO 21001:2025 was published on 7 July 2025 and the 2018 first edition was withdrawn on the same day. Any documentation still written to the 2018 edition is out of date.
The standard sits alongside ISO 9001 rather than replacing it, and uses the same management system structure. What it adds is a vocabulary and a set of requirements built for education: learners and other beneficiaries instead of customers, educational outcomes instead of product conformity, and explicit attention to accessibility, equity and learner wellbeing.
That last point is what makes a general quality toolkit a poor substitute. An ISO 21001 2025 EOMS has to evidence learner needs analysis, safeguarding and the evaluation of educational outcomes, none of which an ISO 9001 pack contains.
Who needs ISO 21001 2025 EOMS
Schools, colleges, universities and vocational training providers seeking a recognised management system. Corporate training and e-learning providers whose clients ask how quality is assured. Organisations operating across jurisdictions that want one educational quality framework. And institutions holding ISO 9001 who want the education-specific layer rather than a second general system.
How the ISO 21001 2025 EOMS maps to the framework
The shift from customer to learner is more than terminology. A customer buys and receives; a learner participates and is changed by the process, and other beneficiaries – employers, funders, society – have interests in the outcome. The interested parties analysis and the learner needs analysis together are what an auditor uses to test whether that distinction was understood.
Frequently asked questions
Which edition is this written to?
ISO 21001:2025, published 7 July 2025. The 2018 first edition was withdrawn on that date.
Do we need ISO 9001 as well?
No. ISO 21001 is a standalone management system standard, though it shares structure with ISO 9001 and the two integrate cleanly if you hold both.
Is it certifiable?
Yes, through an accredited certification body, in the same way as other ISO management system standards.
Does it cover safeguarding?
Yes. Learner safety, safeguarding and data protection are handled in their own section rather than assumed.
How many documents are included?
44 editable files – 32 Word documents and 12 Excel workbooks – plus guidance and a licence file.
