ISO 55001 asks for something most asset-heavy organisations do not have: a written line from organisational objectives down to what you do with each asset. The strategic asset management plan is that line, and the second edition published in 2024 sharpened what it must contain. 44 editable files, downloadable the moment you check out. On this page:

What is in the strategic asset management plan pack
Documents are numbered in the order the system is built:
- 01 Asset Management Manual and 02 Asset Management Policy

- 04 Asset Management Plan template – the operational plans that sit under the SAMP for asset portfolios or systems
- 05 Context and scope determination
- 06 RACI and competence matrix
- 07 Asset lifecycle management procedure – acquisition, operation, maintenance, renewal and disposal
- 08 Risk-based decision making and criticality – the assessment that determines where effort and money go
- 09 Condition assessment procedure – how asset condition is measured consistently rather than by opinion
- 10 Whole-life cost analysis – the comparison of options over the asset life rather than at purchase
- Maintenance strategy, failure modes and the reliability position
- Asset information and data requirements, including the asset register and data quality expectations
- Performance evaluation – asset management KPIs, internal audit and management review
- Improvement, nonconformity and corrective action
- Workbooks – the asset register, criticality matrix, condition scoring, whole-life cost model and the maturity assessment

ISO 55001:2024 is the second edition
ISO 55001:2024 was published in July 2024 as the second edition, alongside ISO 55000:2024 which provides the vocabulary and overview. The 2014 first edition is superseded.
The revision clarified the relationship between organisational objectives, the strategic asset management plan and the individual asset management plans – the area where the 2014 edition was most often misread. Many organisations produced a SAMP that described asset management activity rather than connecting it to what the organisation is trying to achieve.
The other emphasis is on decision-making being risk-based and evidenced. Criticality assessment, condition data and whole-life cost are what turn asset management from a maintenance schedule into a set of defensible investment decisions, which is why those three documents carry so much weight in this pack.
Who needs strategic asset management plan
Utilities, transport operators, local authorities and infrastructure owners, where asset management certification is increasingly expected. Manufacturers with substantial plant. Property and facilities organisations managing building portfolios. And organisations facing a large renewal programme who need to justify prioritisation to a board or a regulator.
How the strategic asset management plan maps to the framework
The SAMP is the document that distinguishes ISO 55001 from a maintenance management system. An auditor reads it to see whether asset decisions trace back to organisational objectives – and if the SAMP simply describes maintenance activity, that trace does not exist. The template here forces the connection to be stated explicitly.
Frequently asked questions
Which edition is this written to?
ISO 55001:2024, the second edition published in July 2024, with ISO 55000:2024 as the companion vocabulary standard.
What is the difference between the SAMP and an asset management plan?
The SAMP is strategic and organisation-wide, translating organisational objectives into asset management objectives. Asset management plans are operational and sit beneath it for specific portfolios or systems.
Do we need a complete asset register first?
You need one that is good enough to make decisions from. Data quality requirements are covered, and waiting for a perfect register before starting is the most common way these programmes stall.
Does this include whole-life costing?
Yes – a procedure and a model, which is what turns acquisition decisions from lowest-price into lowest-total-cost.
How many documents are included?
44 editable files – 29 Word documents and 15 Excel workbooks – plus guidance and a licence file.
